About NoRTEC
The Workforce Development Board for Northern California's 11-county region
Who We Are
The Northern Rural Training and Employment Consortium (NoRTEC), also known as the Workforce Development Board (WDB), was formed through a Joint Powers Agreement to oversee the federal Workforce Innovation and Opportunity Act (WIOA) across an 11-county Workforce Development Area in Northern California.
The counties covered are Butte, Del Norte, Lassen, Modoc, Nevada, Plumas, Shasta, Sierra, Siskiyou, Tehama, and Trinity. California has 46 Workforce Development Areas in total, each with its own business-led Local Workforce Development Board. Services are delivered through America's Job Centers of California (AJCCs), and NoRTEC's region includes 13 AJCC facilities.
What We Do
NoRTEC works to develop a demand-driven workforce system. Our activities include:
- Bringing together policy makers, businesses, government agencies, educators, and economic development partners to identify workforce needs and solutions
- Developing regional strategies for education and job training
- Overseeing AJCC One-Stop Centers throughout the region
- Collecting and analyzing labor market information on employment trends and skills gaps
- Promoting strategies to improve education and workplace skills
- Supporting lifelong learning initiatives
- Advocating for workforce policy and the importance of a skilled workforce
